| Water vapor is attracted to the lowest energy environment available, e.g. coldest surface; as a result turning on the air conditioning has a dehumidifying affect. Because contemporary vehicles are so tightly sealed and most people don't think to crack a window to let water vapor escape when their windows fog over engineers have added an automatic mode to many car AC systems to compensate.
If you do not want the AC compressor to run simply turn it off but remember to turn off (open)the air recirc (which may be automatic) and crack a window or the sun roof when your windows fog over (this is in addition to running the fan on the window or defrost vent mode)
