Howdy Eric, Both the glovebox divider and center console tray came with my 2009 SL (and were also standard with the 2008's) Like you, I'd have to question if they may have been removed for cleaning and not replaced. Its hard to believe Nissan would discontinue two cheap pieces of plastic in the 2010 models. If I were you (rather than running debates with the dealership), I'd go to the dealership in a friends car (or even another Nissan dealer in the area), and walk the lot. Check out other 2010 Rogues for the glovebox divider and/or center console storage tray. Both are very nice to have. If you don't find them in other 2010's then I'd have to assume they have indeed been discontinued.
