Yes this is normal, it is the CVT's ability to maintain your current speed. Normally your car would speed up going down a hill and you would see a minor increase in RPM, with the Rogue and our CVT, it does the equivalent of a downshift for engine breaking (reason for higher RPM) to keep you are approx the same speed.

If you have ever taken you Rogue down a mountain, you'll see how well this works!! No more burning out your breaks.
